I went through this discussion before and let me tell you why the label “State School for the Deaf” is still used.
I have been criticized for calling it a Deaf School when writing an editorial for the local newspaper because it doesn’t sound right to the readers. They said it is grammatically correct. But I do understand what you mean very well about making it equal. We don’t exactly say “School for the City”. Some Deaf schools (yes, I am still using it!) like Rochester School for the Deaf is not a State school. We tend to use acronyms (ex. RSD) to make it a three letter word so that will do!
